The Commonwealth association is formed by 53 countries, with a total of 1.8 billion citizens representing some 30 per cent of the world's population. The countries have a shared heritage of colonial influence, all having come under the British Empire at one time. However, their uniqueness - in culture, tradition, race, religion - set them apart from each other.

With the emergence of the tourism industry as a major player in many Commonwealth economies, there was a need for a common organization to unify their efforts and act as reference point for anything related to Commonwealth tourism.
